My work focuses on protecting our local ecosystem, including our forests, open spaces, and natural resources, while supporting clean energy, resilient infrastructure, and thoughtful development.
I believe we can grow and invest in our community while protecting the natural spaces that make Arcata special. By supporting sustainable transportation, clean energy, responsible infrastructure (Arcata Fire District capacity), and responsible land use, we can build a more resilient community and preserve Arcata’s forests, open spaces, and natural resources for future generations.

I believe every Arcata neighborhood deserves to feel valued, supported, and invested in. In Valley West, I’ve seen what’s possible when residents come together and the City works alongside them. From neighborhood cleanups to improving parks and public spaces, I’m committed to making sure city services reach every neighborhood and every resident. When we listen to residents and invest in our communities, we build a cleaner, stronger, and more connected Arcata.

Gateway Area Plan
Planning for a more connected, walkable, sustainable Arcata with opportunities for housing and mixed-use development.
I helped advance the Gateway Area Plan, creating a long-term vision for one of Arcata’s most important areas for growth and reinvestment. The plan supports new housing, mixed-use development, walkable neighborhoods, improved connections, and sustainable infill while incorporating equity and environmental priorities into Arcata’s future.
General Plan 2045 & Strategic Infill
I spent three years serving on Arcata’s Planning Commission, helping shape and develop General Plan 2045 before continuing that work as a member of the City Council. I’m proud to have helped bring this long-term vision for Arcata to completion, supporting thoughtful infill, new housing, walkable and connected neighborhoods, economic opportunity, and protection of our agricultural lands, forests, and open spaces.
Community Ambassador Program
I supported the expansion of Arcata’s Community Ambassador Program and advocated for bringing the program to Valley West. This work provides additional outreach, connection, beautification, and resource navigation in the neighborhood, helping ensure Valley West receives the attention and investment it deserves.
Wastewater Treatment Plant
Investing in critical infrastructure to protect our water, environment, and community for generations to come.
I supported the major modernization of Arcata’s wastewater treatment system, one of the City’s most significant infrastructure investments. The project strengthens essential services, improves water quality and environmental protection, and replaces aging treatment technology with a cleaner UV disinfection system.
Carlson Park
Transforming an underutilized space into a vibrant neighborhood asset for recreation and community gathering.
I championed the expansion and improvement of Carlson Park in Valley West. By working with residents and secure funding, we are turning this space into a multi-use park with trails, river access, play areas, and community spaces, ensuring that Valley West families have high-quality outdoor recreation close to home.
Community Dog Park
Creating a safe, dedicated space for Arcata’s four-legged residents and their owners to connect.
I supported the development of Arcata's community dog park, responding to a long-standing request from residents for a safe, fenced-in area for dogs to exercise and socialize. This project highlights my commitment to listening to community needs and improving the quality of life for all Arcata residents.
EQUITY & SOCIAL JUSTICE
I helped bring participatory budgeting to Arcata, making Arcata the first community in Humboldt County to use this process. Using American Rescue Plan Act (ARPA) funds, residents had a direct voice in how public money was spent. Participatory budgeting was pioneered in Porto Alegre, Brazil, through grassroots social movements and the Workers’ Party. Bringing this process to Arcata made sense with the Latinx roots of Valley West and my commitment to ensuring communities that have historically received less investment have a voice in public decisions.
Disaster Preparedness & Year-Round Resilience
Disaster preparedness is about more than getting through the first hours of an emergency. It is about knowing what to do before, during, and after a disaster and building the knowledge, relationships, resources, and community connections we need to prepare, respond, recover, and bounce back stronger.
I have made disaster preparedness and community resilience a year-round priority. Every neighborhood should have access to the information and resources needed to prepare for earthquakes, wildfires, floods, power outages, and other emergencies. We need to know how to prepare before disaster strikes, how to stay safe and respond during an emergency, and what steps to take afterward to begin recovery.
Through my work with Comunidad Unida del Norte de Arcata/Community United of North Arcata (CUNA), I established the CUNA Resilience Hub at 4700 Valley East Blvd., creating a place where our community can connect, learn, prepare, and build resilience together. Our work includes bilingual disaster preparedness education, emergency supplies and resources,
year- round resilience including community outreach, and strengthening connections
throughout our community.
I am especially proud to organize our annual Disaster Preparedness Block Party, bringing free preparedness information, resources, activities, and emergency supplies directly to the community.

Enjoy live music by "Loud Neighbors" Brass band and feast on a free taquiza (taco bar with all the fixings, horchata, and aqua frescas, catered by Delicias Eder Comida Mexicana, plus refreshments and dessert! Come connect with community members and learning how to be better prepared.
Preparedness doesn't end when the emergency is over. Recovery matters, too. Year-round resilience means being ready to respond, knowing how to take the next steps after disaster strikes, and making sure our community has the strength and resources to recover, rebuild, and bounce back together.

A reminder that there is more work ahead.
This North Coast Journal story, “Transforming Valley West,” came up in my memories on Facebook, and it reminded me just how much has changed since it was published.
Valley West has always been home to me, and I’m proud of the work we have done together to make sure our community is heard, our neighborhoods receive investment, and residents have a voice in decisions that affect their lives.

ARCATA, CA — Humboldt County Supervisor Steve Madrone has endorsed Kimberley White for reelection to the Arcata City Council, recognizing her commitment and, in particular, her work on behalf of Valley West and North Arcata.
White has lived and worked in Valley West for more than 20 years and has made ensuring that historically underserved communities have a meaningful voice in local government an important part of her public service.
“I am honored to have Supervisor Steve Madrone’s endorsement,” said White. “Steve and I have worked together on the Humboldt County Association of Governments (HCAOG) and on regional issues, and I deeply respect his commitment to our communities. His recognition of the work I have done in Valley West means a great deal to me.”
“I know firsthand how important it is to have representation that understands the needs of every part of our community,” said White. “Valley West is my community. ARCATA, Calif. — Incoming Fifth District Supervisor Mary Burke has endorsed Mayor Kimberley White for reelection to the Arcata City Council.
“I’m proud to have Mary Burke’s endorsement,” said Mayor Kimberley White. “Mary has spent years serving her community through local public service, including the McKinleyville Community Services District and the McKinleyville Municipal Advisory Committee. She also brings years of experience in fisheries, watershed and salmon habitat restoration, and environmental work.”
Mayor Kimberley White has served on the Arcata City Council since 2022 and is currently serving as Mayor. Before joining the Council, she served three years on the Arcata Planning Commission.

Her work on the Council has included participatory budgeting, community engagement, housing, economic development, transportation, environmental responsibility and disaster preparedness.
